• Enhancing the capabilities of distinguished cadres in the Ministry and training employees in their work.
• He has practical experience in completing, reviewing and approving payment certificates after auditing them,directing and providing consultations in preparing budgets, auditing payments, liquidating contracts from a financial perspective, and resolving problems of payments and pending contracts.

• Holder of a university degree specializing in law, with no less than (15 years) of practical experience, or a specialized law diploma with no less than (10 years) of experience in addition to (10 years of practical experience) and holder of a university degree in the same specialization.
• Experience in the field of contracts, cases, tenders, preparing reports, and issuing legal opinions on matters related to the implementation of decisions and regulations that are consulted by the financial sector, and resolving all problems that may arise during the implementation of contracts and tenders.
• Supervising all draft laws, regulations, legal memoranda and reviewing contracts.
• Sufficient experience in responding to grievances and complaints filed by companies and contractors in accordance with the Central Agency for Public Tenders Law and Circular No. 5 of 2020.
• Submitting an annual report to the sector head, including shortcomings in the financial sector and ways to address them.
• Participation in membership of specialized committees and working groups.
• Enhancing the capabilities of distinguished cadres in the Ministry and training employees in their work.
Third: Legal Specialist:
Holder of a university degree in law and no less than (10 years) of practical or academic experience.
A. Contracts and Tenders Department.
• Drafting, writing, contracts, legal documents, and preparing legal documents and papers.And update it regularly and verify the accuracy of its information.
• Reviewing the general and special conditions of tenders, auctions and practices and following up on them with the various sectors.
• Responding to all inquiries and providing advice needed by the regulatory authorities (Audit Bureau, financial controllers, employment affairs).
• Providing accurate legal advice regarding all tenders, practices and auctions in accordance with the Central Agency for Public Tenders Law and the circulars of the Ministry of Finance.
• Full knowledge of the legislation and laws of the regulatory bodies (Audit Bureau, Financial Control,Employment Affairs).
• Participating and attending meetings and providing legal support and legal advice needed by committees and work teams related to contract and tender management.
B. Case Follow-up Department:
• He has experience in coordinating defenses in lawsuits filed by or against the Ministry with The concerned parties, and preparing memoranda and documents related to lawsuits filed by or against the Ministry.
• The ability to prepare warnings directed by the Ministry to others, and to complete procedures related to amicable settlements.
• Sufficient experience in representing the Ministry in expert sessions before the Experts Department at the Ministry of Justice.
• Experience in announcing lawsuits and following up on the implementation of rulings issued in favor of or against the ministry.
Fourth: Financial Specialist:
• Holder of a university degree in (accounting, finance, marketing, economics, statistics, management) and practical or academic experience of no less than (10 years).
• To have the ability to research and interpret regulations, circulars, financial and accounting decisions. To assist in the financial procedures of the entity.
• To have the ability and sufficient experience to provide advice and solutions to the instrument regarding the financial operations necessary to enforce compliance with legal requirements.
• Verifying the documents and papers related to the request for financial payments according to the financial laws and regulations governing this matter.
• Has the ability and experience to recommend the preparation of financial procedures and policies through which accounting controls are achieved.
• Assists in collecting and examining financial and accounting data and information for some accounts, which would contribute to addressing some of the comments on these accounts.
• Have the ability to provide advice on developing financial models, taking into account the legal terms and rules governing them.
• Participate in regular audits and recommend plans to correct financial procedures.
• Contribute to the creation and design of the annual plan for the financial sector, which will help achieve its targeted objectives according to budget requirements.
• Assist in documenting, developing and continuously updating the internal strategies and policies of the Financial Affairs Sector.
• Have the ability to monitor outstanding accounts payable status and follow up with

Fifth: Financial Auditor
Holds a university degree in accounting with experience of no less than (10 years) and has professional courses and certificates in the field of auditing and practical experience of no less than (5 years).
• Review and audit the financial status and financial statements in the Ministry.
• Auditing financial matters and accounting entries
• Collecting the necessary data and information from the financial system that includes the Ministry’s financial reports.
• Contribute to developing the audit plan according to international standards.
• Ensure that all financial transactions and documents comply with all legal, financial procedures and other regulatory requirements associated with them.
