JOB DESCRIPTION
Title: Logistics Supply Chain Manager
Location: Global (based at HQ with travel to project locations as required)
Reports to: Head of HR and SCM
Department: Logistics Supply Chain

MAIN PURPOSE OF THE JOB
To oversee and manage all logistics and supply chain functions across Horizon’s operational locations. This includes procurement, fleet and equipment coordination, inventory control, vendor management, and ensuring efficient support services for field and HQ teams.

KEY RESPONSIBILITIES
1. Logistics & Supply Chain Management
• Plan and supervise logistical operations to support timely and efficient project delivery.
• Manage the flow of incoming and outgoing materials, equipment, and supplies.
• Oversee transport, storage, and distribution processes with a focus on accuracy and traceability.
• Streamline logistics workflows to minimize delays and improve responsiveness.
2. Procurement Management
• Lead procurement of tools, materials, consumables, vehicles, and specialized equipment.
• Ensure adherence to Horizon’s procurement policies and relevant statutory requirements.
• Coordinate with finance and operations on budgeting, vendor selection, and procurement planning.
• Negotiate with vendors to ensure value for money, quality, and timely delivery.
3. Inventory & Asset Management
• Maintain up-to-date and accurate inventory records; track usage and availability.
• Implement systems for inventory tracking, regular audits, and stock reconciliation.
• Ensure equipment register is updated regularly.
• Identify redundant or obsolete stock and manage responsible disposal.
• Tag, log, and monitor the movement and condition of fixed assets.
• Manage vehicle and equipment allocation across projects, including licensing and gate pass protocols.
• Oversee preventive maintenance, repairs, and inspections to reduce operational downtime.
• Coordinate equipment procurement or rental as per project demand.
• Track fuel consumption, driver assignments, and cost efficiency of fleet operations.
5. Vendor & Contract Management
• Establish and maintain reliable vendor and contractor relationships.
• Monitor vendor performance to ensure contractual and quality compliance.
• Conduct evaluations and maintain proper documentation for procurement audits.
6. Administrative & Operational Support
• Support logistics for camp setup, office maintenance, leases, and closures.
• Facilitate mobilization and demobilization of staff and resources across projects.
• Handle travel arrangements, including visa processing and transport logistics
• Prepare all logistics-related documentation required for ISO, donor, and internal audits.
• Ensure compliance with safety, environmental, and quality standards.
• Implement and enforce internal control procedures across logistics functions.
8. Reporting & Risk Management
• Prepare routine reports on procurement status, inventory, fleet usage, and logistics costs.
• Identify supply chain risks and develop mitigation strategies.
• Monitor adherence to approved budgets and raise flags on cost overruns.

REQUIRED QUALIFICATIONS & EXPERIENCE
Essential
• Bachelor’s degree in Logistics, Supply Chain Management, or Business Administration.
• Minimum 5 years of relevant experience in logistics, procurement, or supply chain operations.
• Demonstrated experience managing multi-country logistics, ideally in complex or post-conflict environments.
• Strong understanding of fleet, asset, and inventory management.
• Fluent in English (written and/or spoken); Arabic is an advantage.
• Willingness to travel internationally, including to field project locations.
• Professional certification in procurement, inventory, or fleet management is deserable.
