CANDIDATE AVAILABLE IN KUWAIT
Planning Engineer is responsible for preparing, managing, and regularly updating the overall construction schedule for a project. This includes resource planning, progress tracking, risk forecasting, and ensuring coordination between different departments to ensure that the project is completed on time, within budget, and by all legal, contractual, and regulatory requirements applicable in the State of Kuwait.

A. Construction Schedule Management:

Develop detailed construction timelines using project management software such as Primavera or Microsoft Project.
Create a breakdown of the entire project into smaller, manageable components known as Work Breakdown Structure.
Identify critical tasks and milestones and continuously monitor these throughout the project lifecycle.
B. Progress Monitoring and Reporting:

Prepare and issue daily, weekly, and monthly progress reports to management and clients.
Generate short-term look-ahead plans (one-week, two-week, and monthly).
Conduct regular site visits and interact with site teams to verify actual progress (Debatable).
C. Coordination with Other Departments:

Work closely with the site engineering, procurement, logistics, human resources, and safety departments to ensure timely support for site execution.
Raise alerts for any deviations from the plan and coordinate corrective actions with relevant departments.
D. Resource and Manpower Planning:

Forecast manpower, equipment, and material requirements based on the project timeline.
Coordinate with human resources and logistics teams for mobilization and demobilization of staff.
Track actual resource deployment against planned numbers.
E. Financial and Cost Management Support:

Support the finance and accounts departments by preparing billing schedules, progress payment claims, and following up on outstanding payments from clients.
Assist in preparing cash flow forecasts for the project.
Monitor cost versus budget across different project components.
F. Regulatory Compliance in Kuwait:

Ensure all project planning complies with the rules and regulations of Kuwait Municipality and the Public Authority for Housing Welfare.
Maintain detailed documentation to support inspection approvals and other statutory clearances.
Follow site-specific requirements from the Kuwait Fire Services Directorate and Kuwait Environmental Protection laws.
G. Documentation and Record-Keeping:

Maintain records of all planning documents, approvals, correspondence, and revisions to timelines.
Ensure documentation is audit-ready and accessible to relevant stakeholders.

Required Certifications and Legal Knowledge (as per Kuwait Laws):

A valid work permit or engineer’s license as recognized by the Kuwait Society of Engineers.
Familiarity with the legal requirements, codes, and engineering practices stipulated by the Kuwait Municipality.
Understanding of the design, inspection, and construction approvals process under the Public Authority for Housing Welfare.
Awareness of worker health and safety regulations as issued by the Kuwait Labor Law and enforced by relevant ministries.
Basic understanding of standard international contract formats, such as those issued by the International Federation of Consulting Engineers, which are commonly used in Kuwait’s public and private infrastructure projects.
