Head of Inspection Department (Third-Party Inspection) - Only Kuwaiti
-Job Summary
The Head of Inspection Department will lead, manage, and expand Business Third-Party Inspection (TPI) services across materials, equipment, industrial processes, and personnel qualification. The role is responsible for positioning Business as a leading independent inspection body in Kuwait, comparable to international firms.
The position requires strong leadership, technical expertise, and a commercial mindset to develop new inspection services, penetrate new sectors, and drive revenue growth.
Key Responsibilities
1. Leadership & Department Management
- Lead and manage all Third-Party Inspection (TPI) activities across Business.
- Establish departmental structure, KPIs, and operational procedures.
- Recruit, develop, and manage multidisciplinary inspection teams.
- Ensure efficient resource planning and optimal utilization of manpower.
- Drive strategic growth initiatives, including:
o Penetrate new industry sectors beyond traditional oil & gas (e.g., power, renewables, infrastructure, industrial manufacturing).
o Lead efforts to prequalify and secure approvals with major oil & gas operators such as Kuwait Oil Company and Kuwait National Petroleum Company.
o Develop and implement a comprehensive business plan to expand Company’s inspection service offerings and market share.
- Align departmental objectives with overall company strategy and revenue targets.
- Position Company competitively against leading firms.
2. Third-Party Inspection Services Oversight
A. Vendor & Shop Inspection
- Inspection at manufacturers’ facilities (local & international).
- Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT).
- Expediting and production follow-up.
B. Material & Equipment Inspection
- Inspection of lifting equipment, pressure equipment, piping, structural steel, valves, rotating equipment, etc.
- Material verification, mill certificate review, traceability, etc.
- Welding inspection and procedure qualification (WPS/PQR).
- Others
C. Site Inspection & QA/QC
- Construction and installation inspection across disciplines (Mechanical, Civil, Electrical & Instrumentation).
- Ensure compliance with project specifications and international standards.
D. Vendor Audit & Prequalification
- Conduct supplier audits and technical evaluations.
- Develop and maintain Approved Vendor Lists (AVL).
E. Personnel Qualification & Certification
- Manage welder qualification programs (WPQ).
- Develop inspector competency and certification programs.

3. Business Development & Service Expansion
- Identify and launch new inspection services, including:
o Lifting equipment inspection & certification
o Renewable energy inspection (solar, power plants)
o Industrial electrical & automation inspection
o Pre-commissioning & commissioning inspection
o Digital inspection (remote inspection, drones)
- Benchmark Company services against global leaders such as SGS and Intertek.
- Lead proposal preparation, tender submissions, and technical presentations.
- Drive revenue growth and market expansion.
4. Client & Stakeholder Management
- Act as the primary technical and commercial interface with clients.
- Maintain strong relationships with key stakeholders, including:
o Kuwait Oil Company
o Kuwait Petroleum Corporation (KNPC, KIPIC, ETC.)
o Others
- Ensure full compliance with client specifications and contractual requirements.
5. Quality, Compliance & Accreditation
- Ensure compliance with international standards (ISO, API, ASME, IEC).
- Maintain ISO 17020 accreditation and obtain other required accreditations.
- Lead internal and external audits.
- Establish and maintain robust QA/QC systems.
- Qualifications & Requirements
Education
- Bachelor’s degree in mechanical, electrical, industrial, or related engineering discipline.
Experience
- Minimum 10–15 years in inspection, QA/QC, or Third-Party Inspection services.
- Minimum 5–10 years in a senior leadership role managing inspection departments.
- Proven experience in vendor inspection, QA/QC, and industrial inspection services.
Certifications (Preferred)
- API Certifications (API 510, 570, 653)
- CSWIP / AWS Welding Inspection
- ISO 9001 Lead Auditor
- NDT Level II/III (ASNT or equivalent)
Approvals & Credentials
- Strong familiarity with KOC / KNPC approval systems.
- Proven experience in securing and maintaining client approvals.
