Description

We are looking for a highly capable Fiber Optic Manager specializing in Telecom Operator environments and Ministry of Communications (MOC) fiber infrastructure works. In this role, you will lead the engineering, deployment, and civil compliance of large-scale OSP/ISP and FTTH networks. The ideal candidate will have a deep technical mastery of fixed-line networks and a solid track record of securing MOC approvals, managing operator-grade service-level agreements (SLAs).
Key Responsibilities
• MOC & Operator Compliance: Oversee network installation and excavation to strictly meet MOC civil plant specifications (manholes, handholes, underground ducts, and distribution cabinets).
• End-to-End Project Execution: Manage large-scale fixed-line telecom infrastructure programs from route mapping and field surveys through to official handover to the operator/ministry.
• Permitting & Government Liaison: Coordinate directly with the Ministry of Communications, Kuwait Municipality, and other utility committees to secure necessary civil permits and route approvals. Quality Assurance & Testing: Supervise rigorous network certification, ensuring all optical fiber tests (OTDR and Power Meter) match approved manufacturer and MOC test requirements.
• Vendor & Subcontractor Supervision: Drive external civil and telecom contractors to ensure safety protocols, material logistics, and standard operating procedures (SOPs) are strictly enforced.
• Network SLA Management: Establish preventive and emergency corrective maintenance frameworks to maximize network uptime for commercial and enterprise traffic.
• Commercial & Costing Support: Collaborate with the commercial department to build competitive pricing models, accurately estimating costs for materials, subcontractor services, in-house technical resources, and project overheads.
Required Skills & Qualifications
• Education: Bachelor’s degree in Telecommunications Engineering, Electrical Engineering or a highly related technical discipline.
• Experience: 8+ years of total experience in telecom infrastructure, with at least 3-5 years specifically managing MOC fiber projects or large-scale operator rollouts (e.g., stc, Zain, Ooredoo, or regional fixed-network PPP projects).
• Kuwait Market Expertise: Profound knowledge of Kuwait MOC technical specifications, government research station test requirements, and local municipal permitting processes.
• Technical Proficiency: Expert understanding of OSP/ISP civil works, single-mode long-distance cabling, fiber splicing, high-capacity GPON/FTTH networks, and up to 10Gbps symmetrical connectivity systems.
• Residency Requirement: Must be currently residing in Kuwait with a Transferable Visa (Article 18) and possess a valid Kuwaiti Driving License.
• Language: Strong leadership communication with fluency in English, professional Arabic capability is highly preferred for direct ministry coordination.
