Description

A Planning Engineer is responsible for preparing, managing, and regularly updating the overall construction schedule for a project. This includes resource planning, progress tracking, risk forecasting, and ensuring coordination between different departments to ensure that the project is completed on time, within budget, and by all legal, contractual, and regulatory requirements applicable in the State of Kuwait.
1. Construction schedule management-involves developing detailed timelines using project management software such as Primavera or Microsoft Project, breaking the project into manageable components (Work Breakdown Structure), and continuously monitoring critical tasks and milestones throughout the project lifecycle.
2. Progress monitoring includes preparing and issuing daily, weekly, and monthly reports, generating short-term look-ahead plans, and conducting site visits to verify progress. Coordination with other departments requires close collaboration with engineering, procurement, logistics, human resources, and safety teams to ensure support for site execution, and raising alerts for deviations from the plan.
3. Resource and manpower planning involves forecasting requirements, coordinating with HR and logistics for staff mobilization and demobilization, and tracking resource deployment.
4. Financial and cost management support entails billing schedules, payment claims, cash flow forecasting, and monitoring budget versus actuals.
5. Regulatory compliance ensures planning aligns with Kuwait Municipality and Public Authority for Housing Welfare standards, along with maintaining documentation for inspection approvals, statutory clearances, and site-specific fire and environmental regulations.
6. Documentation and record-keeping require maintaining all records and ensuring audit readiness.

Required certifications include a valid Kuwait Society of Engineers permit, knowledge of Kuwait Municipality requirements, Public Authority for Housing Welfare procedures, worker health and safety regulations under Kuwait Labor Law, and basic understanding of standard contract formats used in public and private infrastructure projects.
