Position Open: HSE Manager

Job Type: Full-time
Assignment: Site-based.

JOB RESPONSIBILITIES:
- Overall responsibility for the project safety and health program and its compliance with EM 385-1-1, OSHA and Kuwait regulations.
- Manage a team of Site Safety and Health Officers (SSHOs); act as Alternate SSHO when required.
- Prepare and maintain the Accident Prevention Plan.
- Prepare the safety plans: lift plans (standard and critical), work plans, night work plans, fall protection and rescue plans, confined space entry plans, excavation plans, hazardous energy control (lockout/tagout) plans, hot work and fire prevention plans, heat stress plans, severe storm plans and emergency response plans.
- Prepare Activity Hazard Analyses (AHAs) and brief every crew on them before work starts.
- Prepare safety-related submittals.
- Manage daily safety reports, inspection logs and the safety deficiency tracking system.
- Implement equipment safety inspections: lifting equipment, heavy equipment, scaffolds, power tools and electrical equipment.
- Regularly audit construction procedures, permits and forms against the safety manuals and approved plans.
- Conduct periodic safety training programs, refresher courses, site orientations and toolbox talks.
- Report and investigate mishaps and near misses; find root causes and track corrective actions.
- Maintain injury and illness records, monthly exposure reports and safety statistics.
- Run the permit-to-work system: hot work, confined space, excavation, work at height and energized work.
- Verify competent persons and subcontractor safety compliance; stop unsafe work.
- Coordinate with the Government safety staff; attend preconstruction, quality control and safety meetings.

MANDATORY QUALIFICATIONS:
- OSHA 30-hour construction safety card.
- At least 5 years of construction safety experience.
- Meets the EM 385-1-1 qualifications for Site Safety and Health Officer (SSHO).
- Fluent in reading, writing and speaking English.

SKILL QUALIFICATIONS:
- Preparing APPs, AHAs, lift plans, fall protection plans and confined space entry plans.
- Excavation, scaffolding, lifting, electrical and lockout/tagout safety controls.
- Accident investigation, root-cause analysis and OSHA recordkeeping; clear reports in English.

OTHER ADVANTAGEOUS QUALIFICATIONS (BUT NOT REQUIRED):
- Bachelor's Degree in Engineering or Occupational Safety and Health.
- Certified Safety Professional (CSP).
- NEBOSH International General Certificate.
- 40-hour EM 385-1-1 course.
- Experience on USACE or other U.S. Government construction projects.
- Working knowledge of Arabic.
- Already in Kuwait with a transferable residency; able to join immediately.

COMPENSATION:
- Salary: KD 1,000 monthly (negotiable).
- Benefits: Transportation or fuel allowance, communication allowance, paid annual vacation leave (eligible after 9 months).
